COMMAND STAFF                  

 

CHIEF OF POLICE

William A. Nally

 

Chief Nally, a resident of LaceyTownship since 1974, began his career in law enforcement with the Lacey Township Police Department on February 1, 1985. He was appointed Chief of Police on June 1, 2004. Previously, he had served in various positions including Executive Officer, Patrol Division Commander and Investigative Division Commander.

Chief Nally earned a Master of Science Degree in Criminal Justice from Saint Joseph’s University in 1994, and a Bachelor of Science Degree in Business Administration from Saint Francis College in 1985. Chief Nally is a graduate of the FBI National Academy, 197th Session, 1999, and Northwestern University’s School of Police Staff & Command. He is a Certified Public Manager (CPM) and is also certified by the N.J. State Association of Chiefs of Police as a Chief Law Enforcement Executive. Chief Nally also serves as Lacey Township's Emergency Management Coordinator. 

Chief Nally is an active member of many civic and law enforcement organizations on the local, state and national level. They include:

CAPTAIN OF POLICE OPERATIONS

David A. Paprota

 

Captain Paprota joined the Lacey Township Police Department in 1992 after serving with the Tinton Falls Police Department in Monmouth County. He was promoted to the rank of Captain in May of 2005 and currently serves as the department’s Commander of Police Operations. Previously, he served in various positions including Patrol Division Commander and Services Division Commander.

Captain Paprota earned a post-graduate Educational Specialist Degree, Ed.S., from Seton Hall University in 2008, a Master of Arts Degree, M.A., in Supervision and Administration from Seton Hall University in 1999, and a Bachelor of Science Degree in Criminal Justice in 1996. Captain Paprota is a graduate of the West Point Command and Leadership Program; he is a Certified Public Manager (CPM) through Fairleigh Dickenson University; and a member of Mensa as well as the National Honor Society. He is a published author and has produced a number of police training manuals. Captain Paprota is currently attending Seton Hall University pursuing a Doctorate.    

 

 

LIEUTENANT - PATROL DIVISION COMMANDER

Scott K. Tirella 

 

Lieutenant Tirella joined the Lacey Township Police Department in 1989. He was promoted to the rank of Lieutenant in 2004 and currently serves as the Patrol Division Commander. Previously, he has served as a Patrol Supervisor and Detective.

 Lieutenant Tirella earned an Associate in Arts Degree in Criminal Justice from Ocean County College.  He is the department’s Head Firearms Instructor, 911 Coordinator, a certified Hostage Negotiator and an adjunct instructor at the Ocean County Police Academy. He also serves as the Deputy Emergency Management Coordinator for Lacey Township.

 

 

LIEUTENANT - INVESTIGATIVE DIVISION COMMANDER 

James M. Veltri

 

Lieutenant Veltri joined the Lacey Township Police Department in 1989. He was promoted to the rank of Lieutenant in 2004 and currently serves as the Investigative Division Commander. He has served in the Detective Bureau since 1992 and was promoted to the rank of Detective Sergeant in 2001.

Lieutenant Veltri earned an Associate in Science Degree in Business Administration from Ocean County College in 1985.  He is the department's Joint Terrorism Task Force liaison and Megan's Law administrator.
