Officer-in-Charge (O.I.C.)  Captain David A. Paprota, Ed.D.

Captain Paprota joined the Lacey Township Police Department in 1992 after serving with the Tinton Falls Police Department in Monmouth County. He was promoted to the rank of Captain in May of 2005 and currently serves as the Officer-in-Charge (O.I.C.) of the police department. Previously, he served in various positions including Captain of Operations, Patrol Division Commander and Services Division Commander. Captain Paprota earned a Doctorate Degree, Ed.D., from Seton Hall University in 2012, a post-graduate Educational Specialist Degree, Ed.S., from Seton Hall University in 2008, a Master of Arts Degree, M.A., in Supervision and Administration from Seton Hall University in 1999, and a Bachelor of Science Degree in Criminal Justice in 1996. Captain Paprota is a graduate of the West Point Command and Leadership Program; he is a Certified Public Manager (CPM) through Fairleigh Dickenson University; and a member of Mensa as well as the National Honor Society. He is a published author and has produced a number of police training manuals.

LIEUTENANT - PATROL  Scott K. Tirella

Lieutenant Tirella joined the Lacey Township Police Department in 1989. He was promoted to the rank of Lieutenant in 2004 and currently serves within the Patrol Division. Previously, he has served as a Patrol Supervisor and Detective.  Lieutenant Tirella earned an Associate in Arts Degree in Criminal Justice from Ocean County College.  He is the department’s Head Firearms Instructor, 911 Coordinator, a certified Hostage Negotiator and an adjunct instructor at the Ocean County Police Academy.

  

LIEUTENANT - PATROL  James M. Veltri

Lieutenant Veltri joined the Lacey Township Police Department in 1989. He was promoted to the rank of Lieutenant in 2004 and currently serves within the Patrol Division. He served in the Detective Bureau from 1992 to 2011. Prior to serving as a Lieutenant in patrol, he served as the Investigative Division Commander from 2004 to 2011. Lieutenant Veltri earned an Associate in Science Degree in Business Administration from Ocean County College in 1985.  He is the department's Joint Terrorism Task Force liaison and Megan's Law administrator.
