Township of Lacey: the five-member Township Committee constructs the budget, publishes a synopsis in the newspaper and then votes on it after two public hearings.
Each budget is submitted to the Ocean County Board of Taxation, who adds the three budgets (Lacey School District, County and Township) together and divides that total by the total assessed value of the municipality.
